Ukraine and Russia — Emergency Alert Apps Send False Warnings After Hacks

Emergency alert apps in both Ukraine and Russia sent false warnings late on 1 November and early on 2 November, and officials in both countries said the apps had been hacked. Ukrainian users received messages about high radiation levels, a chemical threat and public disturbances in Kyiv, while false alerts reached users of Russia’s Emergency Situations Ministry app in 33 of the country’s 89 regions. Ukraine’s air force said the attack had no impact on defence operations, and Russia’s ministry said its wider public alert system was working normally.
